Raising awareness
In light of the lack of progress of ECAs in respecting local people's rights and the environment, NGOs in Europe are mobilizing to raise awareness of the role of these agencies in undermining sustainable development around the world.
FERN is co-ordinating the European ECA Reform Campaign which aims to get the European Parliament interested and active on this issue. NGOs working on export credit campaigns or other campaigns where ECAs undermine their objectives can raise this issue with their Members of the European Parliament.

Demands
In November 2002 the European ECA Reform Campaign issued a set of Key reforms needed for Export Credit Agencies (PDF, 117k). These demands have since been endorsed by more than 60 organisations across Europe. If your organisation wants to sign on to these demands please email emilie@fern.org.

Fern and several other European NGOs have requested DG Trade, which is responsible for the harmonization of EU ECAs, to form a civil society working group to reform ECAs (read our submission PDF, 48k) as an early step in the campaign.

We have also drafted a Guide for Campaigners working on ECAs at the EU level which reviews and analyses the existing EU legislation, assesses the role of the EU institutions and their part in influencing the wider policy arena, such as OECD, WTO and the UN. As the report is being continuously review in light of new developments and information, it is only available upon request from FERN.

The European ECA Reform Campaign brings together a coalition of organisations including Both Ends (The Netherlands), The Cornerhouse (UK), ECA Watch (Austria), ECA Watch (Finland), FERN (EU), Iberian ECA Reform Campaign (Spain and Portugal), Federation Internationale des Droits de l'Homme, Les Amis de la Terre (France), Reform the World Bank Campaign (Italy), Swedish Society for the Conservation of Nature (Sweden), Urgewald (Germany), WEED (Germany) and WWF(UK).
