Europe’s National Energy and Climate Plans to 2030: Are they fit for purpose?

The National Energy and Climate Plans, due to be published by the end of 2019  will determine whether and how we limit global heating to 1.5 degrees.

Fern has conducted an analysis of the plans of five Member States – Sweden, Denmark, Slovakia, Romania and Germany – in order to evaluate their transparency and to find out how these countries see the role of forests in climate action.

Overall, the plans make for uncomfortable reading. We found that countries have not provided enough information on projections of bioenergy imports, harvesting and use; the development of the national forest carbon sink; or how they will protect forests and biodiversity.

Member States must ensure their final plans include detailed information on these issues, and put healthy forests at the centre of their climate strategy.
