Delivering on forest governance in a transactional world

During 2024, Fern commissioned Tulip, a Geneva-based consultancy, to interrogate external perceptions of the EU’s international forest policy. The report was timed to inform the next five-year cycle of EU action on protecting tropical forests.
It is structured in three parts:

An analysis of the EU’s evolving international approach to strengthen forest governance in producer countries

A summary of the main conclusions of the stakeholder consultation

A set of recommendations for the new Von der Leyen Commission focussing on enhancing the EU’s internal coordination, partnerships and actions in multilateral forums, so that it benefits forest governance.
This report was as part of an exploratory effort to bring diverse perspectives to the fore and inform future EU related discussions linked to tropical forests. Consequently, the views and conclusions expressed in the report do not necessarily reflect Fern’s positions.
