Annual Report 2015

Last year was Fern’s twentieth anniversary, and a natural moment for us to reflect on how far we’ve come. Our previous annual report, covering March 2014 to April 2015, chronicled our achievements over the past two decades. From now on our annual reports will follow the calendar year, so this one includes some of the same period as the last. Yet there’s no need to look back over old successes again; the challenges before us are too great.

2013 has been a year of progress for FERN’s campaigns, sometimes dramatic, sometimes grindingly slow. More than a decade of campaigning for legislation to stop illegal timber entering the EU was finally rewarded this year with the implementation of the European Union Timber Regulation (EUTR). 2012 was a tumultuous year. People in the Middle East and countries where FERN works like Malaysia and Gabon stood up to dictatorial rule; hurricane Sandy sent salt water into the streets of New York, bringing climate change to the attention of a sceptical US public; and countries across the EU found themselves deeply affected by the growing financial crisis.

FERN has been facilitating meetings of the Forest Movement Europe (FME) since 1995. The FME is an informal network of NGOs working on forests from a social and environmental justice perspective. The meetings are intended to be an informal gathering and a place in which strategies can be openly shared. Annual meetings are regularly attended by representatives from up to 45 different organisations. Each year a partner organisation hosts the event, and in 2010 it was organised by ARA www.araonline.de. ARA works on projects for environmentally and socially equitable development.

Although FERN’s overall goals of social and environmental justice still feel distant, there were clear successes along the journey such as the UK following Denmark, the Netherlands and Belgium in committing to include social criteria in its procurement policy and the conclusion of the second Voluntary Partnership Agreement in the Republic of Congo.

There were some exciting moments and campaign successes last year, such as the signing of the first Forest Law Enforcement, Governance and Trade (FLEGT) Voluntary Partnership Agreement; and the October decision by German, Austrian and Swiss ECAs to begin the official process of withdrawing financial support for the controversial Ilisu Dam in Turkey. The move follows years of campaigning by the European Export Credit Agency (ECA) Reform Campaign, facilitated by FERN, to pressure European ECAs to withdraw. More successes and the details of the challenges we face are outlined throughout this report.

Welcome to FERN’s new look annual report for 2007, we hope it will give you a clear overview of who we are, how we work, what we aim to achieve and our successes throughout the year. It highlights how we have successfully built on the strong position we were in at the end of 2006 and increased our audience, grown our networks, but most importantly had some real concrete campaign successes that will improve the lives of forest peoples.

In 2006 we have been able to exploit our position as a well respected EU-wide voice on aid, trade and forest issues to effect real change with tangible impacts on the world’s forests and forest peoples. We successfully raised awareness on export credit agencies at the EU. Thanks to FERN’s work, export credit agencies are now scrutinised for their approach to environmental and social issues.
